Pathogen-Based Loyalty Enhancement Report

Subject: Pathogen-Based Loyalty Enhancement Program Evaluation
The Sedesia test project has succeeclecl admirably. Eighteen months after the virus was introduced to the planet by covert aerial spraying, a former hotbed of dissident activity is now completely loyal to the Emperor. The plague, a modified form of my virus FNV-23, achieved 99 percent infection in the first two weeks. Mortality rate during that period was 35,310 subjects, or 2.3 percent of those infected. The disruption of government allowed a completely bloodless occupation, conducted entirely by a single regiment of CompForce personnel. The FNV-23 virus is a non-persistent biological agent, with a dwell time outside of a host body of less than 14 days. This makes scheduling of a spraying program followed by a "medical response" quite simple.
The use of the FNV-23 virus is only indicated for human and near-human populations. I am currently pursuing other versions of the base FNV virus for use against other species, however, as this is a targeted research program, progress remains regrettably slow, though we are seeing significant progress in the strains being developed for the Rodian and Zabrak species.
Once control of the planet was secured. a program of inoculations was instituted, using volunteers generously provided by SAGroup. An unplanned for side effect of this use of SAGroup youths has been an enrollment rate of eighty-five percent amongst the survivng youth of Sedesia, an enviable return rate for such a low-cost use of personnel.
The inoculation program is the key to the entire pathogen based loyalty enhancement program. The antiviral agent, my own FNV-23-B, prevents replication and breaks down the outer protein coat of FNV-23, therby rendering the virus harmless. Normally, this would be followed by a complete cure as the victim recovers from the effects of the virus. However, each injection of antiviral drug also includes tiny globules of the FNV-23 virus, encased in a polysaccharide coating. The globules break clown after 10 to 20 clays. releasing fresh viruses into the victim's system. Thus reinfected, the victim requires a fresh close of FNV-23-B to combat the reinfection.
The shifting-antigen feature of the FNV-23 virus makes it impossible for any victim to become naturally immune, only FNV-23 B is an effective counter agent. And the formula for antiviral agent FNV-23-B is an Imperial secret. The result of this is obvious, the inhabitants of Sedesia are now locked into a repeating cycle where they need a booster shot. If we choose to deny it to them, they will die. For the affected populace, loyalty to the Emperor becomes a matter of survival, bringing self preservation instincts to bear on reinforcing loyalty to their saviors. The incubation period of the FNV-23 virus, which has been named the Grey Death by the Sedesians, is quite predictable, however, as the virus is unknown beyond this program, we have been able to inflate the danger, making it much more intimidating for psy-ops purposes.
The success of this project is undeniable. All known insurgents on Sedesia have been eliminated by the simple expedient of withholding the antiviral drug. I propose we expand this program, beginning viral spraying on other rebellious human worlds. The attached document includes a cost breakdown of the entire Sedesia operation. Note the dramatic savings when compared with the price of a military invasion and pacification campaign.
With field testing all but complete I will be returning to the research facility within the month to continue my work there. Already the initial forces deployed as part of this operation are being downsized, as there is now no chance of further rebellious activity on the planet. It is my opinion that the naval and army forces deployed for this action were completely unneccesary to begin with. I would like to request that the Crux Ravager remain attached to my section as the labratory facilities it has been upgraded with make continuing my work while on field missions much more practicable.
It is my recommendation that COMPNOR's organic troop transport capacity be expanded to support future actions of this type. Forces from the Imperial Customs Service should be sufficient for any naval blockade needed to secure the system in question, and can be acquired and pre-positioned to ensure rapid deployment. After all, no one wants to visit a plague planet anyway.
