Qualifications
To hold the position, even if no official qualifications other than having finished their general school and complete a university degree are really required, political experience and a certain advancement in the personal career of the candidates is however generally appreciated by the electorate.
Requirements
To hold this position, candidates must be citizens of the Zelvan Council, meet the necessary qualifications, be of legal age, not be the subject of legal proceedings at the time of filing their candidacy, not have been convicted of a crime before applying and have no apparent conflict of interest with any individual, corporation or government.
Appointment
The selection of the Prime Minister is done on the initiative of the President of the Council who must, after his election, form a government with the parties present in the General Assembly to obtain a majority, the leader of the party who identifies with the President generally obtains the post of Prime Minister. The ministers also come from the same party, however it should be noted that all this can vary from one election to another, particularly in the case of a coalition government.
Duties
The Prime Minister has a duty to respect the Council Charter, to discharge these responsibilities with integrity, to act in the interests of the citizens as well as of the Zelvan Council and to ensure that members of government carry out their duties without exceeding their powers.
Responsibilities
The Prime Minister is in charge of writing the laws as well as the budget for their vote at the General Assembly, of chairing the High Council if the President of the Council cannot and of assisting him if he can. attend it. He must also be the link between the President of the Council as well as the advisers directing the various ministries and ensure the good functioning of the High Council.
Grounds for Removal/Dismissal
The Prime Minister can only be removed from these functions by the President of the Council or if he is the subject of legal proceedings. In case it is found guilty, he is permanently fired and if acquitted, he can return to his post to accomplish his tasks.
