Arbiters of the Everpool
Based out of Vallis, the Arbiters of the Everpool take their name from a mystic pool of water located within the country. The exact location the Arbiters are based out of is debated, many believe that the progressive city of Rorano hides the elusive group, others believe that the idyll mountains ringing the western side of the island hold an ideal sanctuary.
The Arbiters are diviners led by a figure known as the Projected Seer. The Everpool's tranquil still waters nearly reflect as well as a mirror and are infused with inherent magic that aid in scrying and extraplanar contact. The Arbiters are not fully allied with any god, faction, or country other than themselves. Vallis holds and fosters the governing body of the Arbiters in a mutual beneficial agreement. The strong ancient island provides ample protection, both civil and physical. The Arbiters, for their end, provide Rorano top-notch advising.
While the most practiced and acute of diviners remain close to the Everpool, apprentice diviners are required to go on a pilgrimage to hone their skills. Knowledge of the exact nature of their pilgrimage is bestowed upon individual members as visions and dreams. These individuals are often seen in the courts of various countries and governments as advisors, seeking distant lands seen in a vision, or sponsoring public benefits at the behest of some auxiliary organization.
Within the Arbiters, there exists a special order of enforcers. This group of roughly twelve members is known as the Order of the End-Halters. Senior Arbiters divine great prophecies of future catastrophes, wars, and famine. Armed with these premonitions, the Arbiters activate the Everpool's most striking property: forward time travel.
Members of the Arbiters, most often those within the Order of the End-Halters, are sent forward in time to counteract the foreseen disasters. They have accomplished this feat with, supposedly, great success.
Governments and countries all over Sonnerand are expected to listen to an Arbiter or End-Halter when one arrives at their gates. If they do not, the members are trained in the art of deception or magical influence to infiltrate these stubborn places.

The Everpool was discovered in 4 PD by the explorer Dake Carmile. The Everpool's magic was key to the early invention of divination magic, and eventually led to the first successful scry in 12 PD by Projected Seer Elka Coose.
