Civost
The Civost is an elected member of the The Council of Seven who run the city of Almenan. This is the only elected member of the council and thus the only title and rank that is passed through popular vote. The Civost holds the responsibility of speaking on behalf of the citizens during closed council meetings and is well respected amongst the common folk of Almenan.
The election of the Civost is held every 3 years and any citizen over the age of 10 may be elected by popular vote. The position was created 642 years ago after the civil uprising that resulted in the council being confined to the High Hall for 9 months as the citizens of Almenan protested for Almenan's official merger with the rest of the Raselan Kingdom. The unrest in the city was finally quelled when a 12-year-old half-orc boy named Bazal Wantoc was chosen by the people to enter the High Hall through the sewage system and convince the Council to accept the offer of King Kalen III. Bazal became the first Civost, chosen as one of the few present at the time who would fit through the tunnels of the sewage system. Despite the particularities that resulted in his selection for the position, Bazal acted in good faith and the best interest of the citizens, becoming an eloquent and well-respected member of the Council over the three years that he served before leaving the city to pursue further education. It was Bazal who insisted that his position on the Council was necessary and that in his absence elections should be held to fill it.
The position of Civost has only once ever been held by a single individual for more than a single term, consecutively or otherwise. The honour falls to Incyra Thistlorn who held the position for eight and a half years between when she was first elected in 3682 and when she passed away in 3691.
The current Civost, rather controversially, is the Lady in Waiting Kazne Ubsani who is next in line to inherit her cousin's position as the head of the Ubsani family and the Seat on Infrastructure on the Council. When she was elected last year it came as a great surprise to much of the upper-class citizens. Kazne won the title on an unprecedented electoral turn out of the lower-class and immigrant citizens with whom she has spent much of her time volunteering and working over the past several decades.
