Wapon raids neighboring countries and takes slaves to give to Akax. Akax used to raid Wapon. An arrangement was made where Wapon would provide the slaves.

Purpose

This will have Wapon provide slaves to Akax. Akax will reframe from attacking Wapon and taking who they want.
