Those who worship Nami primarily are often nomadic. Some barbarian tribes have Nami as their primary patron or an important secondary patron. Not every tribal Rover is part of a barbarian tribe in the deep wilderness. A lot of troupes of traveling entertainers also count Nami as their patron. A few pirate ships or even legitimate merchant ships are made up primarily of Nami worshipers and have a Rover chaplain among them. These are perhaps the most literal example of "Rovers" as they are always roving with their mobile parishioners.
