Given that they are highly useful for moving caravans of troops and supplies, every organized power in Scaraqua has made attempts to secure these for their own use.
The Oshamni Empire is especially aggressive at securing these.
Much like real world Rome's power and influence was often tied to their road network, In you can generally see that their influence and power is great in areas near linear ocean currents and fairly weak far away from them.
The Oshamni Empire has begun the very slow and expensive process of magically creating artificial ocean current networks.
