Captain of the Watch
Technically this a position created by the Merchants who make up the Plaza, Dockside, Dwarventown, and even the Citadel itself. Currently, the headquarters of the Watch. The Watch commander has a Sergeant reporting from each of the various districts.
History
The watch was developed after the Empire withdrew from Herdal. Raised by the merchants, the Watch is effectively an armed police force.
