The sapphire Empire is a harsh and cruel place ruled by a family of blue dragons. The dragons are the primary source of political and military power, and they are careful of who they entrust. As such, the family influences the masses in several significant ways. The heavily addictive Squall is a very addictive drug with magical properties which keeps their humanoid army dependent on the government. The religion of Tiamat
is the only religion that can be legally practiced. Thus, the dragons are able to keep divine intervention to a minimum and their holy stature in society. In these conditions, the rebellion is trying to undermine the dragon's power and bring more freedom to the empire.
