Okinami
Okinami is the seat of Yamagiri Prefecture and the third largest city in Saharin. The Chou River divides Okinami into north and south sections and there are several tributaries joining the Chou River before it leaves Okinami and joins the Yamagiri River in the valley. The Chou River and other mountain-fed waterways are a primary reason Okinami grew into the prosperous city it is today. Tucked in the mountains, Okinami was relatively safe from conflicts with China, Russia and Japan, allowed to flourish. Rice and buckwheat have been grown around and milled in Okinami since ancient times. Industry grew as the capabilities of waterpower expanded and then exploded as waterpower became electrical power.
Okinami (お木波) is a homophone of okinami (沖波), a type of ocean surface wave as featured in the famous painting The Great Wave off Kanagawa. The City of Okinami's name means 'big tree wave(s),' describing the view of the area.
The population of Okinami is approximately 190,000. It is split into three representative districts. District 12 is north and west including the university and minority neighborhoods. District 13 is east and central, including downtown and manufacturing. South Okinami, which has some autonomous administration, is District 34 and includes affluent neighborhoods and farms.
Okinami University and Okinami University Hospital are the largest employers of the area. They are also the reason Okinami has the second largest percentage of foreigners in Saharin (Eimei-shi has the largest).
Because Okinami is inland and protected by mountains, it has a large affluent population. Many families that could moved here for safety as port cities were targets during the various conflicts with Russia and the World Wars.
