Guarding the sheep is not a young shepherd boy, but a trained group of soldiers who provide surveillance in the pastures but also around the shores of the island.   The ill Devall Coast Guard are some of the most skilled sailors in the world. Their development of fast agile ships has prevented the theft of sheep for as long as the popularity of the wall of ill Devall received its international acclaim.   The evil Faye follow months, knowing that the wall and spinning and textile industries were so critical to the island country, that when she devised her curse upon the royal house. she knew, that attacking the textile industry of the country was the most effective way to cripple the royal family. By cursing the Princess to prick her finger on the needle of a spinning wheel she ensured that her overprotective father would ban spinning wheels to protect her. The edict to destroy all of the spinning wheels happened in the year 614 CE, and was and remained in effect until the year 632 when despite his best efforts the Princess pricked her finger and fell asleep. The the many years of not having spindles and spinning wheels did in fact wreck havoc on the economy of ill Devall. Many of the master spinners fled to the kingdom to the north across the Straits and they set up shop there. The merchant fleet would then ship the raw wall across the channel to the north where the spinners created the thread and then the threads were brought back on a never ending shuttle trip of a small fleet of ships.   The Coast Guard of ill Davon accompanied each transport vessel to prevent piracy of the raw wool or finished threads on either transport a treaty between the kingdom of ill Davon and the kingdom to the north ensured that the factories where the thread was created would never sell directly to customers but that it all came back to ill Davon for refinement.   The Council of Marquis, that formed after the curse fell upon the royal family established the high levels of security in the development and transport of the rock and finish materials to make sure that they maintain a monopoly on the final products. The underground, a semi-rebellious organization of merchants, resented the draconian practices of the Council and sought to undermine it. Because there ships were often searched they were never successful in smuggling sheep off of the island. But there was not an incentive for the underground to do so because they made their livelihood shipping items back and forth from ill Davon and the colonies where the spinners resided.
