S P E C T E R

SPECTER (Special Police Enforcement and Counter Terror Emergency Response)   The year is 2048. After a united coalition of UN and NATO countries took over control of volatile African and Eastern countries, and the Russo-Slav Federation returned to semi-peaceful terms with the western world in 2029, the world was collectively sick of war. Armies dissolved, navies dry docked, air forces retired, and the world's militaries became shadows of their former selves. Even the great military of America was cut by 60%.   Unfortunately, this put many people out of work, and left a more vulnerable world. While the military funds were put into domestic aid, greatly increasing the quality of life across the world, being a veteran came with an elephant of stigma. What was once a point of pride and showing of drive and responsibility, was expunged from resumes. Not everyone could escape their past employment however. What were highly trained soldiers, sailors, and airmen, became terrorists and global criminals, and the world was woefully unprepared. The United Nations tried to fight back, attempting to reinstate armies, increase police presence, and try to secure the weak points. The public did not agree. They saw it as power grabs to return to the old days of martial law and international conflict. Non NATO countries saw it as an excuse to re-raise the western war machine. Nothing was done, yet the attacks, robberies, kidnappings, and other crimes continued. Criminal organizations combined, grew, and took hold all over the world.   Western countries, mostly NATO and close US allies, decided to take matters into their own hands. They formed SPECTER (Special Police Enforcement and Counter Terror Emergency Response). An anti-national organization made up of top cops, ex military, defense politicians, hackers and coders, and even previous insurgents, SPECTER is the only organization capable of reversing the current explosion of major crime and international terrorism. SPECTER, although American by a small majority, answer to no country. They do not officially exist, no direct mention in any print.   SPECTER is tasked with covertly disrupting, arresting, assaulting, and annihilating the criminal syndicates and terrorist cells across the world, never to be seen by the public. Even the smallest mistake, and the public could find out. The backlash would be immeasurable.
