Legislative Body
Guadal is divided between the Crown of Nacre in the north and the Crown of Bastè in the south. While both Nacre and Bastè are technically ruled by the same monarch each one is treated differently and uses a different legislation. The King has to treat each crown as a separate entity and while most institutions are interchangeable in their functions the different names and regional peculiarities are maintained. In Bastè, kingdoms and principalities are ruled by viceroys (vicireis) and are divided into counties ruled by counts (comtes). Nacre and Patrio however are ruled by chancellors (cancelièrs) and the basic administrative division is the march ruled by a marquis (marqués). In both cases the viceroy and the chancellor are chosen by the king to administer each region. That being said there are institutions used by both crowns and some institutions which transcend the boundary. Both Nacre and Bastè have Royal Audiences (Reial Ausença) which are appellate courts with jurisdictions corresponding to each kingdom. Each crown has a Supreme Council (Conselh Suprèm) which brings together each viceroy or chancellor as well as a large number of clerics, counts/marquis, nobles and jurists to deal with the smooth running of each respective crown. At the top of the hierarchy is the monarchy of Guadal with the king being head of each crown and its respective Supreme Council.
Judicial Body
To enforce their rule the monarchs use two institutions that transcend the borders of each crown. The first is the Holy Brotherhood (Santa Frairesa) a paramilitary organisation that maintains public order. Locals call them “The Greensleeves” (Las Margas Verdas) due to their green uniforms. The second institution is the Guadalan Inquisition. Guadal was the first country to adopt Nasceism and actively supported Jalle in its wars of conquest. As a result Jalle agreed to respect Guadal’s independence and, in the Treaty of Galamaud, even granted it the right to conduct its own Inquisition. While the Jallish Inquisition focuses much more on enforcing religious conformity, the Guadalan Inquisition is subservient to the monarchy and is regularly used as a tool of political repression. While victims of the Jalle Inquisition tend to be philosophers and artists, the Guadalan Inquisition targets dissenting nobles and disaffected commoners.
