Yokai Yotto

There is a ghost that wanders around the Districts who kills without reason. The stories say it starts with a troublemaker who talks big and loves to terrorize the weak. Then a fog rolls in the next morning and the troublemaker disappears. These are the kind of tales that the people of The Yotto Districts tell of Yokai Yotto. The man is a mystery to everybody except for the Administrators who have only met him on a few occasions. People are unsure of what he even is or why he chooses to live in the shadows when nobody would be so bold to try to kill one of the leaders of The Yotto Brothers.
