The Secret Sealed City of Heaven
More than a palace, this complex consists of 999 individual buildings, each built to precise celestial measurements and specifications by Qin and Xi the Great under guidance from the Immortal Sage, Taiyi Zhenren. Nonetheless, the Secret Sealed City is the fundamental home of political power in the Mythic Land of Jiao.
The compound has nine halls where important business is conducted. The Halls of Record are responsible for recording the laws and legal proceedings of the Kingdom of Jiaohai. There are a few rare artifacts kept safe here, as well. Then there are the 3 Halls of Universal Harmony, where the King of Jiaohai holds court. Last are the Halls of Heavenly Communion, where religious rituals are performed on behalf of the royal people and for the benefit of all the people of the land.

Purpose / Function
This sprawling complex houses important temples and shrines, nine palaces, twenty mansions, and hundreds of other buildings. While Jiaohai is defended, the Sealed City within is behind further walls.
These walls are roughly 10 meters thick on average, constructed of tamped earth and stone bricks, with adamantine reinforcement at key points throughout. Hinges, latches, chains, and other fittings on the two drawbridges are mithral.

Architecture
The the roof of the buildings in the complex are designed specifically so that birds cannot rest anywhere. In fact, there are no trees, ledges, or any other structure large enough or straight enough for even the lightest birds to perch upon. This is so that birds, particularly birds enchanted to be spies, cannot easily find a roost in the complex.

Defenses
Along the wall are scupltres of dragon heads with holes in the mouth, a feature to allow defending soldiers to pour hot oils and molten material on sieging armies and monsters. They have not been used in this way since the Extinguishment of the Stars.
