A very primitive direct democracy. The kobolds vow never to let tyranny reign and so have trouble allowing any form of organized government

History

A hundred years before common history the kobolds were under the control of a pair of powerful Green Dragons living in the region ranging from the Hemlock forest in the South to the Old man of the Forest in the North. These dragons ruled with an iron fist over thier kobold slaves.
Lisarae, Goddess of Thunder, struck down the two dragons and freed the kobolds. This saw the formation of the Free Scales. A rival faction following the Wyrmling of the two green dragons formed in the shadow of the Pointing Crone Mountain. This tribe is known as the Dragon's Host.
