Etora, Jewel of the Vearrith Coast
Etora. The shining jewel of Owera. It is the largest city and the largest center of knowledge on the continent. Two islands make up the city of Etora. The larger island is the main city, the center of commerce, religion, and the residents who live there. It is also home, high above, to the Sky Port, a relatively new building and innovation. The second, slightly smaller island, houses the large shipyard and docks on the southern side that are the main trade and travel route to and from the city. On the northern point is the Etora Academy of Magic and the Etora Martial Academy.
Demographics
Roughly 75% of the population falls into the middle class; those being the guilds, traders, merchants, and most of the everyday people. 5% fall in the weathly class; a little less than 4% of this sits on the Council. Like every city, there are poor. These people make up the slums that are primarily found on the western island.

Government
Etora has been governed by the Council of Twelve since shortly after it's founding. It is a board of voices that is made of of people for the people. There are four hereditary positions from the noble families of the wealthy class. For the most part these positions do not change families, but there have been few upsets in which the other council members out a family line. The second, equal sized unit, is the elected officials. Terms are eight years long and a new official is elected every two years. They represent the common folk that are not already represented by the guilds. The guilds hold three seats, two of which rotate through the guilds and the third permanently held by the Shipwrights' Guild. The final seat is held by a representative of the Academies. It is not necessarily the head of either academy but usually someone respected in both.

Geography
Etora was built on the island remains of a long extinct volcano. The deep inner well made it an ideal location for the large array of docks and vessels while the higher islands made for good building foundations.
