Council of Stars

The city states of this world all send leaders to the Council that meets yearly. This governing body holds it's meeting in Celletia every year. There are 9 active major city states in the world. They agree on national trade, judge disputes, discuss world matters, and keep the peace. This governing body consists of several factions. Allos, The City of Golems is often neutral. They are the only city of the Golem culture and have deep trade ties to the other nations. They often side with Sover and the Uhtal because of Allos' dependence on their exports of raw materials and runes. Sover, The City of Swords shares the Dragon culture with the Uhtal and are both mountainous countries. They are very close and often side together. Saku, The City of Trees shares the snake culture with the Awane and as such, the two are very close. Saku is infamous for their warriors and often intimidate others. They are a greedy city. Their supiriority complex comes from their advanced technology and craftsmen. Awane, The City of Flowers as mentioned earlier, they side with the Saku. However, Awane is known to be capricious and can switch sides if they feel it is in their best interests. Celletia, The City of Glass shares the Trivera River with Rochia. While Celletia has a lot of power in their own right, they are very dependent on Rochia for their sea access. That dependence and their shared Kraken culture makes Celletia and Rochia close allies. Krutar, The City of Ice is isolated in the far north. They are respected for their Library and their knowledge. Krutar is often neutral and prefers to make decisions based on facts and history instead of gain or prestige. Rochia, The City of Waterfalls is a very greedy city. Their supuriority complex comes from their advanced technology and their control over the Trivera River. They have Celletia (unwillingly) under their thumb and often try to bully the others. Uhtal, The City of Runes is a very proud and quiet people. They side with Sover because they feel like they are sister cities and should look after each other. They also side with the city of Golems as they are staunch trade allies. Losla, The City that Walks, is a nomadic country and stay neutral in disputes. They are incredibly passionate and empathetic, often making decisions on what is the best for the people. A majority of five is needed to make a general decision. A super majority of 7 is needed for judgement matters. A unanimous decision is need for anything incredibly serious.
