Taryu (City-State)

Taryu is a well-defended city-state in the middle of the wilderness. Protected by the mountains in the north and the thick walls around the city, it has withstanded every attack of monsters and other nations since it was founded 400 years ago by The Twelve, a small group of exiles from multiple nations. Taryu still functions as a safe haven for exiles and immigrants as centerpiece of the known world and therefore inhabits all of the races whereas other nations restrict themselves to one race.  

Military and Economy

Although unusual for city-states, Taryu has a strong military force. Not in numbers as the population of a city-state could never outnumber bigger countries, but its military force is well-equipped as the city is settled next to a mountain range containing a significant amount of metals and minerals. Taryu has established a good trading position in the export of minerals, as the city lies in the center of the known world. The main income in Taryu is therefore mostly based on the export of minerals.

Laws

The city has very strict laws, which for example forbid the use violence, drawing weapons or the use of magic by "incompetent people". The nobility in the city is actually allowed to use magic as long as it is not destructive. Also, there is a very strict control of the population. Every citizen has an insignia with a number and their name on it. This insignia is used to track citizens and their financial status.

City Lay-out

Bordering the city are a huge amount state farms, worked by the commoners inside the city. These farms are surrounded by dense forests, which are heavily patrolled by bands of soldiers to ensure the safety of the farms. The city is divided into 3 zones or compartments, based on the financial status of citizens, using the citizen insignia. The 3 compartments are: the common district, the merchant district and the noble district. Every district is separated by walls and there is no free movement between the zones and in order to get from one zone to the other you have to pass a heavily guarded gate. When passing through such a gate, you are sometimes asked to show your insignia.

Insignias

There are 3 types of insignias, based on the money you can spare each month and thus a persons financial status. It is possible to get an insignia as a newcomer to the city. You need to pay 10 gp for your first insignia and then after that, you pay the monthly costs for your insignia. If you don't have 10 gp, you are allowed to work on the state farms until you have gathered enough money to move into the city. During your work on the state farms, you are sheltered in one of the refugee buildings outside the city.

Commoners insignia: 1 gp
Commoners are only allowed to go through the outer gates of the city, moving between the farms and the city. Commoners range from unskilled workers or beggars to laborers, mostly working the primary sector, providing resources for the city by mining, cutting wood or farming.

Merchants insignia: 4 gp
Merchants are allowed in the common district and the merchant district. This insignia is mostly owned by traders, shopkeepers, soldiers, priests or minor politicians.

Noble insignia: 10 gp
Nobles are allowed to go wherever they please and range from highly successful merchants or professors to major politicians, guild leaders or owners of multiple businesses.

Government

Taryu is governed by an aristocratic council, which consists of 6 members, lead by the Doge of Taryu. The Doge holds total power over anything that happens in Taryu and is supported by the other 6 council members. Every member of the council has their own defined tasks and is responsible for a number of city affairs. Most titles are bestowed for a period of 5 years, after which the titles are distributed again. The High Priest and the doge are elected for life. Every person can always be re-chosen and every title has its own way of allocation. Also, every council member is appointed one of the 7 houses inside the council building.   Master of the Commons: MotC_PH
The Master of the Commons is chosen by the common people in Taryu. He is the ambassador for the commoners and provides information about events in the common district.   Master of Trade: MoT_PH
The Master of Trade is chosen by the Quarmarina. He is responsible for maintaining contact with other nations and composing trade agreements with them. He has to work closely with the Master of Warfare, as trade is very dependent on the military.   Master of Nobility: MoN_PH
The Master of Nobility is chosen by vote of the nobility in Taryu. Often, this means the person in Taryu who holds the highest regard among nobility will claim this title. This council member is responsible for keeping track of noble titles and even bestowing titles of nobility upon people or taking these titles away.   Master of Warfare: MoW_PH
The Master of Warfare is chosen by vote of all of the generals in the army of Taryu, who vote for the person who achieved the most in combat in the last 5 years. The Master of Warfare is responsible for providing information about ongoing conflicts.   Master of Knowledge: MoK_PH
This title is bestowed by the Head of the Mindseeker Academy. This person is responsible for the councils library, keeping the library up-to-date and making sure the archives are managed. This person literally writes history. This title also comes with the responsibility of providing historical information in council decisions.   High Priest: HP_PH
The High Priest is the only council member who does not have a term of 5 years. Instead, he is succeeded after his death by someone whom he has chosen himself. Every high priest writes a Successor Declaration in which he states his next successor. This document is very well hidden and the declaration can be changed at any time by the High Priest.
