Earldoman
Serving at the King's pleasure, the Earldomen of Kloutland are his Majesty's representatives in the provinces. Each Earldomen governs a province which corresponds with one of old petty kingdoms.
Unlike the nobility of most of the other New Kingdoms, the title of Earldoman is not a hereditary title passed from parent to child. Instead, Earldomen are appointed and dismissed by the King at his choosing the one exception is the Earldoman of the dwarven province of Kazador whose nobility elects their own Earldomen from amongst themselves.
Qualifications
There are no formal requirements to become an Earldomen. However traditionally the King appoints members of great families of the province or those loyal to him.
Appointment
Earldomen are appointed by the King. The King can dismiss an Earldomen however this is rarely done without good reason as Kings who are seen to act arbitrarily are branded tyrants and are likely to face revolt.
Duties
An Earldomen is expected to govern a province in the Kings name. This includes keeping the Kings peace and enforcing the Kings policies. Earldomen are also in charge of the internal security of the province and are empowered to raise the provincial militia in times of crisis.
Benefits
To be named an Earldomen is considered a great honour and includes a salary drawn from the Kings treasury. Earldomen are also members of the Witan and when called participate in the making of kingdom wide decisions.
Grounds for Removal/Dismissal
Earldomen in theory serve at the King's pleasure however they are rarely dismissed without good reason such as corruption or treason as arbitrary removal of an Earldoman is seen as a form of tyranny. In practice most Eardomen resign their offices when they feel like they can no longer act in the role or die.
