Uranbé-Kur ([ɔːænb[eI]'kɔː])
Literally meaning “The place of the short hour” (in Foyiitùn), Uranbé-Kur was originally designed as a temporary stop-gap for immigrants who sought citizenship in the Capital. As the population grew out of control, it descended into being an enormous campsite where few had the hope of finding more secure lodgings.
History
The Kings had, in the past, attempted to move some of these semi-permanent immigrants to Bezélan Minor or Ragged Row, but the laws of Qal'ath had worked against this design. As the rulers were beholden to the advice of the Crystal Circle, that law could never be repealed.
This was simply because the Circle sought to act in the interests of the citizens, not necessarily the plans of the King’s Court.
As time wore on, space in both ran out, and Uranbé-Kur became, essentially, a district of Bezélan. Its inhabitants, however, found life harder than those in Bezélan Minor - since they had not been approved as citizens, nor could they claim the temporary access to lodgings and food afforded to short-term visitors and tourists.
Tourism
Tourists would never see this quarter of the Capital. Ever. They would be directed to use pre-determined passageways around the city, thanks to the services of Rai-Sutiyé at the Mingling just inside the main civilian entrance to Bezélan. This ensured that visitors, wealthy traders and other "respectable types" would only see the best of the City.
