Wheel: Transportation

Use of the wheel is an allowed technology.
Teleportation, while a known magical spell, is restricted to licensed teleporters and magicians. As it is not allowed in general, but the general populace does have the need to be able to transport themselves and their property, use of the wheel as a method of transportation is always allowed.
This provision allows for simple vehicles such as wagons and wheelbarrows, which are directly powered by being pushed or pulled. This does not directly allow for more advanced technologies such as bicycles, nor for non-transportation uses of wheels such as in pulleys or mills.
