Nomads of Luthien

“Nomads” were people who either couldn’t or didn’t want to live in the few settlements of Luthien. Some were exiled from living in one of the cities, and couldn’t make it to one of the other walled cities (They were distanced quite far away and any affiliated towns or factories would refuse them as well). The Nomads of Luthien were a loosely connected group of tribes living off the land of the Luthien frontier. Specific tribes may vary wildly in customs, some groups simply chose to live off the land for religious reasons, some were made up of exiled criminals or lowlifes who resorted to banditry to survive. Notably, Luthien Nomad tribes rarely attacked each other. The reasons for this varied, some saw other tribes as being in a similar predicament, some simply decided that they weren’t worth taking from as most tribes barely had enough to survive. However, while hostility between nomad tribes was rare, so was collaboration. Each tribe simply didn’t trust outside tribes enough to work together.
