The stated goal of the TTA is to safe guard the Anatta from temporal incursions by proactively directing such movements away from it. In this regard, they are visibly seen as traffic coordinators.
However, they often deploy clandestinely (and cruelly) trained non-gavians in civilian settings to prevent or cause misfortunes that safeguard Anatta.

Arafel
Arafel is a reverse blackhole constructed to make it impossible for anything to enter or leave... save for one little oversight.Similar to the alien principles that went into building the Destiny Pipeline; Arafel is a reduced LightSpeed blackhole that encloses a solar system sized habitat for gavians. It is not a blackhole in that they would be crushed into a singularity. Rather, that light is so slowed down that one would be torn into sub-molecular particles once the horizon is reached. It is described as an quantum impenetrable wall. Though it may have perhaps worked as intended in any other dimension, it can be bypassed in Manidweepa due to the ease of travel through time.

Gavians
Gavians are diamond shaped creatures bearing a fabric-like texture. They have two or three layers that constitute a gill-like structure close to the tip of its body. Further wing-like flaps protrude near its base that wave every which way as a form of communication.Territories
Lurker Threshold
The threshold is the only area of empty space that can contain Hothtaaz and Harmpannetsu anywhere and everywhere. Its borders curve around Anatta's perfectly spherical shape that aids in keeping the structure obscure.Military
Auroboris Agents
Temporal agents are not 'born', per say, they are made from outside species.In order to ensure their agents have no ties to time itself, and to grant greater amenity in the field, higher level operatives 'train' their teams and successors by engineering a series of events in a non-gavian's life that end in a closed causal loop and ensures that individual's own birth and death. The Authority is not itself causally dependent, but does count on this vulnerability in other species to carry out its mission. It does this by leveraging the emotional responses in others that place them on a predestined path to the benefit of the TTA in the long run. The actual strategies involved in modeling a normal personality into becoming a temporal agent are naturally complicated and require constant tending to; like a well managed crop. But generally, it follows a set of vague stages:
- Find the candidate when they are born
- Goad the target into a front for the TTA
- Keep their missions on track by floating through time periods
- Create the paradox where the agent is their own creation and undoing

Time Travel
It is an easy thing to travel through 4 dimensions without even realizing it.
Manidweepa is a place where 3 and 4 dimensions regularly interact. They appears as rifts that twist and turn in recognizable patterns around the space that make certain places physically closer than what they may initially seem.
This is because the space that was between them temporarily disappear or accelerate forward or backwards in time as wrinkle currents.
Infrastructure
Thaumiel
Thaumiel is the operating base from which gavians in TTA govern their missions from outside Anatta. It is a singular dodecahedron-shaped satellite that is invisible against Anatta's blank blackness. Thaumiel's exterior resembles 12 pentagons wrapped into a sphere, while its interior is confusingly maze-like and larger in the inside than it is on the outside.
