Fulmins

Fulmins are ethnicity making up less than half of all people in Fulgari. they are descended from the people of the lightning plains of Fulgari, who seems to have predated the Fulgarites. More than half of all fulgurites have white hair, regardless of age. This distinct hair color is thought to be the result of one of the first settlers of Fulgari having white hair.
The Fulmin people are divided between those who remain as nomadic people of the lightning plains, and those who became part of the prevailing Fulgarite culture. This divide, though making those in the plains a minority, has increased how widespread Fulmins are. Unfortunately, many Fulmins suffer from the racist tendencies of the Fulgarites, despite the two cultures being fairly mixed at this point within cities.
As Fulgari is known for its fulgurite, so too are the people who reside there. Fulmins of the plains in particular, due to their nomadic lifestyle, find, unearth, and sell a large amount of fulgurite. Fulgurite is useful for the creation of zepine, which is then used for gemforging.
