Harpies
Bred for their scouting prowess and ability to glide vast distances, the breeding, training and flight of Harpies was long-controlled by tiefling handlers, with the Harpies themselves relegated to little more than beasts of war, though significantly more able to relay scouting results (through the drawing of maps, and a taught language of symbols) than trained Falcons and the like.
This situation had continued for centuries, until six years ago, when the Harpies staged a remarkable velvet coup. A flight of Harpies, lead by one calling herself Ava, unexpectedly and unannounced, attended the CFN council meeting, petitioning for the founding of a new house. Revealing that they had imprisoned their handlers for the past year, and still carried out their scouting orders, as well as demonstrating a remarkable grasp of legal precedents, the council (somewhat shamefaced) acknowledged the sapience of the Harpies and gave their blessing for Ava to found House Avariel.
Subsequently, the Judiciary raised charges of wrongful imprisonment and kidnapping against the House, but counter-charges of slavery have all but halted legal proceedings for the time being.
Having previously been far out of the public eye, to what extent the Harpies have developed still remains to be seen, with few individuals being allowed far into the House aviary that was previously their cage. Still, Harpies continue to perform scouting duties assigned to the house, and some individuals have gone on to apply for military service, although the military is still debating the matter.
