The Sin Guild in Baukyu

The Sin Guild in Baukyu is a building at the center of the city of Baukyu. This building is the Sins' headquarters and where the majority of elections and clan meetings are held throughout the year. 
It would be expected that an organization so close to the crown would have its largest headquarters in the capital, but for them, that isn't true. Originally, they were most powerful in the capitol but as the demand to stay hidden in the shadows when around the crown rose, the guildhall in the capitol became smaller and smaller to lessen the number of eyes watching them. Now, the building in the capital is used as a staging area for the Sins when they are expected to make a public appearance. Otherwise, they've converted it into a bar to gain intel and extra funds.
Now, back to Baukyu. Because of the city's (cough cough) louche representation, the Sins' have an easier time building power in the city. The Sins have guilds in every major city, but due to the continuous power struggle with the nobles, they have few options to gain power, but this isn't true in Baukyu. The Duke welcomes them and is more than willing to help them grow in exchange for extra protection for their citizens. 
This exchange made the Sin Guild become a building associated with justice and protection. The citizens are more aware of what the Sins due and they respect them for that. Despite its disreputable practices, Baukyu has also become the second most powerful military force because of the large percentage of Sin and also the Sins' willingness to teach all backgrounds how to fight if they want to learn.

At the start of the story, it is the end of the Sin season (figure this out later) and an election is being held in Baukyu for the next Sin Master so a majority of the Sin in the capital has gone to Baukyu to participate in the electinon.
