The Free City-State of Sigil
Demographics
The City is divided into 7 Wards. 1. The Sea Ward-Where the rowdy rich people live (Big Business) Colors: Blue and Gold Prominent Temples: Erathis, Melora, Corellon and Mystra, Sehanine, Bane, Gruumsh, Tiamat, Asmodeus 2. North Ward-The Nobility Colors: Green and Orange Prominent Temples: Has a temple for all deities of the Fatailian Empire, Dol Arrah and the The Mockery (Represents the Moon and Sun Elf Pantheon) 3. Castle Ward-Military forces/Guardhouse, Government, Library, and Market Square has, Location of the Well Colors: Blue and Purple Prominent Temples: Temple of The Sovereign Host and the Dark Six, Pelor, Iouna, Avandra, Bahamut 4. Trade Ward- Its a Market Town (Both Legal and Illegal) Where many Guilds and Taverns are located. Colors: Green and Purple 5. Southern Ward-Inns and other businesses that cater to traveling merchants [Lets put a rakshasa merchant here] Colors: Red and White *Where people go if they're just passing through 6. Dock Ward-It's the docks *They use a large pulley system to get down to the shipyard. Colors: Burgundy and Orange 7. Field Ward- Butchers guild operates several facilities here (Slaughterhouses, leather-making, and smoke houses) No colors
Government
Judgy
Positions:
The Judge:
An impartial judge of major civil cases of Sigil and the one who enforces the laws of the city state. Is the final word on law.
Those in the position give up their name as a symbol of being impartial.
Magistrates:
Individual leaders of Each Ward
handle smaller civil cases unless the Judge expresses interest.
Wardens:
The guards and main military of the city state the wardens are comprised of Clerics, Paladins and Soldiers who are dedicated to law and order.
The Temples:
While the Judge, Magistrates, and the Wardens handle all of the civil disputes they do not have any authority within the temples themselves. The only time they do is when the head priest of a temple asks for them to investigate for fear of corruption and/or heresy. Outside of that exception the clergy holds authority within their own temples.

The city has several different guilds that provide services to the city.
Travelers come from all over to pray at the temples often leaving donations
Main form of income comes from tariffs and fees payed by merchants either passing through the canal or in the city
Infrastructure
The Great Bridge and the statues that surround the city. The river is 3-5 miles long across
The sewage system has several purifying rituals in it so that waste is safe to be dumped into the river
The Well. a historical monument that the original creators of Sigil built and drank from as a sign that they all draw water from the same source and do not need to fight over it.
The Catacombs-Cared for by the temple of the Raven Queen it is where most of the dead of the city are either interred Entombed in mausoleums, Cremated or otherwise.

History
Sigil was created by a group of clerics of the Dawn War pantheon who disagreed with the witch hunting that had begun taking place on followers of those who were now considered the deities who were neutral in the war and those who were labeled traitor who wanted to create a location as well as the persecution of other religions. While it was originally only a few clerics in a hamlet over time more and more followers of different religions came to the hamlet attracted to rumors and stories of clerics who were willing to offer help to anyone regardless of their race or religion until Sigil had grown from a small to a massive scale.
As Sigil grew larger and larger a form of government was needed to govern the City and the surrounding on both sides of the river who had pledged allegiance to them. After much discussion it was agreed that a neutral party dedicated more to law and order over any particular deity. Through much prayer to the different deities of law a ceremony was devised for those who chose to become the leader of a city known as the Judge someone who gives up their name and past as a symbol of being impartial.
Now Sigil stands as the only neutral City-State in the continent and one of the trading capitals of the world due to its location on the
Tourism
The many temples to the various gods of the Continent especially those who are looking for a faith
The nine colossus statues of some of the gods from the main religions on the continent that will come alive by order of the Judge in times of crisis to defend the City-State.
Sea Dragon River the massive river that currently marks the natural border between the Fatalian empire and the Other nations of the Continent it got its name due to a legend of it being the body of a massive sea dragon from a battle with a Kraken. It is known to be purified so that even though it connects to the sea on both ends the water is always clean and drinkable. as well a being the main river that almost all rivers on the continent connect to making it an ideal trading route for ships.
