General Information
The Inner Balance is a council of 10 people tasked with managing all affairs of one of the capital cities. Each capital has its own Inner Balance council which is only able to act in or on behalf of the whole city.
Members and Departments
The Inner Balance Council consists of 10 people from a wide variety of backgrounds. This is very important to have a good feel for every aspects concerning the city.
Neither age, gender nor professional background matters as long as you can prove to be of use in governing the city.
Each member has a governing period of five years, this does not mean that they can do whatever they want though, because while they can be voted in, they can be voted out but the citizens too.
The Council decides most major matters together, by doing a majority vote, each member has dedicated tasks and obligations.
These Responsibilites can differ between the cities, Mensus, for example, has a research administration department, while Levivet has a department for Agriculture.
Common Departments shared between all Inner Balances are:
Treasury
Here all income and expenses of the city are managed and the monthly budget of the council is calculated and set.
Structure
This department concerns itself with expanding, repairing and planning the cities infrastructure
Communication
Includes not only how the communication inside the city is regulated but also the outside communication with the other capitals
History
The idea of the Inner and Outer Balance was created by Ignatius Glas, the former head of Mensus and ancestor to the current leading figure: Krista Glas.
While the Capital War was raging he was one of the leading scientists who made it his duty to prevent further escalation and also to prevent future incidents like this.
His plan of giving the people power and giving them an agile way of thinking and managing lead to the current time of peace.
