Gunsmith

There are not many Gunsmiths around. you require their touch to fire a weapon - they often make a seal and stamp a gun they make to enable it for whomever they deem worthy - and then if they run around like idiots shooting things that ought not to be shot - they break the seal to that person's weapon.
