The Post Office

A collection of strange cloth wrapped humanoids who form what can by loosely termed the "government" of the Madlands. They inhabit abandoned buildings in most Madlands towns and deliver mail, both messages sent by Madlanders to each other as well as apparently sourceless edicts from an unnamed "federal prime minister" and a similarly sourceless newspaper on the Madlands' current events. The edicts are not directly enforced but most Madlanders follow even the most nonsensical of edicts as they are "for the greater good" or some similar sentiment. All news articles are authored by "anonymous", "john joe", "nobody", or similar pseudonym. No one has seen what is under the postmen's cloth wrappings because they disappear in a puff of smoke upon death or incapacitation.
