Haixi
West of the Bay of Storms is Haixian Commonwealth, whose landscape is covered by the divine Cedar Forest. In ancient days gods walked the earth and lived among the cedar trees of Haixi in great wooden palaces. The people of Haixi served them as consorts, servants, and advisors, and were in turn blessed with great height, bronzed hair and features, supreme strength, and voices capable of inspiring lesser men. Their descendants live on today as lumberjacks, wood workers, and sailors of great renown.
Structure
Haixi is a commonwealth build around the clan structure of its citizens extended families. Each clan sends one of their number as a representative at yearly council gatherings to determine new state initiates and additions to the law code. Between these meetings there is no head of state and legal matters are decided by local gatherings consulting common law precedent. While this arrangement allows for great personal freedom, it also make organized military action a near impossibility for the Haixians, and as a consequence they are now a tributary state of Daqin.
Assets
Haixi is known for only one natural resource, its great bounties of cedar wood. It is highly sought after as the highest quality wood for construction and ship-making. Though the mountains in its norther regions also has high quantities of copper and tin, making bronze more plentiful than steel within its borders.
