Dominon
First among the dominions of the Hundred Tyrants is Dominon, a region ruled by the Queen and the Magister. This pair of wizard tyrants have secure mutual co-operation with an unequal but mutually beneficial marriage pact. This combined strength and stability has allowed them alone to transend the chaos of the Wasteland and form a true functioning state within the Hundred Tyrants.
Structure
Dominon is direct despotism with all decisions of state flowing through one of its two dictators. Their primary enforcement mechanism are the Queen's Arbiters, soldiers given magical power to carry out the despot's will and ensure their laws are being obeyed. For ease of policing all citizens are housed in large state owned apartment complexes carved out of the bed rock with the Magister's magical might. All property and possessions are considered to be owned by the heads of state. As such the arbiters are allowed to enter any residence for any reason, and locks are considered the highest form of contraband.
Public Agenda
Dominon's agenda is by function of its government directly tied to the ambitions of its leaders. Their most obvious goal to it consolidate their power in the Hundred Tyrants and topple all other mage kings within the realm, to form a state capable of rivaling Capetia or Daqin. To this end they have a collection of nearly a dozen staves and glowing crowns from past conquests, but have made no moves to institute the sort of reforms and delegation of power which would be necessary to expand much beyond their current territory. Both leaders are unwilling or unable to trust any underlings enough to allow for substantial reform.
Assets
With two unquestioned archmages from the Age of Empires at the head of government, Dominon has a somewhat unexpected benefit in its magical education. The Queen and the Magister have taken on all magically talented children of their state on as personal apprentices. Though only one in four survives this process, due both to a sink or swim teaming methodology and the Magister's frequent violent outbursts, those that do are among the most knowledgeable and powerful arcanists in the known world.
All other forms of magic are outlawed within Dominon's borders.
