Autonomous Societies

The Autonomous Societies are groups of super humans that habit all over the world, that live in their own boundaries and due to their sheer size, mobilizing them outside their homeland is often times complicated, as such, The League of Heroes has decided to let them live on their own communities as long as they follow certain laws involving the relationship with their hone nations and normal humans in general.   Many if these communities have existed for decades and even centuries, acting withing their own rules, once The League was established, it severely limited their actions and power and has been a common cause of conflict between then and The League. Some of these communities are also long time enemies and due to The League's laws, they are prohibited to engage in any conflict, this however does not stop this rival societies from having incidents from time to time and at the end The League is forced to intervene directly.

Autonomous Societies are groups of common super humans that usually live within a considerable community, The League of Heroes has come to an agreement with this small communities to let then live in their resident country as long as they follow the rules and laws imposed by them. This communities enjoy certain level of freedom but are audited by The League and in some cases by the authorities of their own father nation.

The Legislative Powers

Autonomous societies can participate in the Legislative power regarding The League, they are able to propose and vote for and against new laws, rules and regulations.   The Autonomous societies participate in two parliaments, each focused on certain aspects, The Supreme Committee generally focuses on bills that affects all super humans in general regarding on their location or nationality.   In order for a bill to pass it needs two thirds of votes.

  The Assembly of AS is the parliament focused on the Autonomous Societies as a whole and as such, their bills only affects their societies, is important to notice they can regulate or propose new rules able to limits other societies as well as removing said restrictions, this is due to the volatile nature of each AS, they tend to have such different customs and behaviors that forcing to follow an unify set of rules of regulations tends to cause more problems that is solved.   In order for a bill to pas it needs a half the votes plus one.
