Law 213: Regulation of Private Security Forces

The settlers of New Deseret (coming from the United Nation of Earth, the Martian Free Cities and the Confederated Belt Colonies) had more than enough bad memories of the rampant, unregulated, and corrupt private security forces industry that afflicted the Sol System. The strong arm of many a trans-planetary corporation, these security agencies were responsible for millions of deaths during the 25th Century and a strong motivator for people wanting to join Colonial Expeditions leaving the solar system.   While recognizing the occasional need or desire for private security forces (especially among those foreigners visiting New Deseret) the colony's founders were determined to prevent the heavy reliance on and abuse of the security industry that existed back in their original homes. To see to it they drafted "Law 213: Regulation of Private Security Forces" one of the 254 original laws in the Deseret Charter that were agreed to by colony members before their colony ship ever left the Sol System. The law established the following:
  • All private security forces operating within the Safenu Solar System (or any territory claimed or administered by the Republic of New Deseret) must register with the federal government and apply for a license. Foreigners may bring and use their own security forces, however the same rules apply to them if they make contact with any other ship, orbital station, or solar body while in the Safenu system.
  • All weapons, ammunition, vehicles, and armor owned or used by a private security forces must be registered with their status and use reported and inspected on a quarterly basis.
  • All private security forces personnel and vehicles must include mandatory cameras that offer a omnidirectional recording of their surroundings.
  • All sale and purchasing of weapons, ammunition, vehicles, and armor by security personnel must be recorded and reported within three days of transaction to include information such as where, when, to whom, by whom, why, and for how much the transaction took place. All losses/thefts of security personnel weapons, ammunition, vehicles, and armor will be fined at minimum of 3x market value of the item lost or stolen. If it is learned that these items were sold illegally for higher than market value than fines start at 3x the value of the illegal sale.
  • All private security forces will incur a special tax unique to their industry, whose tax revenue goes to support local governmental police and military forces. Foreign private security forces are taxed at a higher rate, minimum of 1.5x higher.
  • All private security forces are only authorized to use their personnel and equipment to protect life and property in a defensive role. Private security forces are forbidden from: conducting investigations, leaving their jurisdiction of life or property as established in their license, or taking punitive violent action against person or organization. Private security forces ARE permitted to defend their jurisdiction of life or property to the death, but are still liable for inappropriate behavior.
  • All private security forces are forbidden from dressing in any way resembling military or law enforcement uniforms while within the Safenu Solar System (or any territory claimed or administered by the Republic of New Deseret)  They must also dress in such a way that differentiates them from civilians.
  • All private security forces are required to visibly display their names and license number at all times and to verbally identify their name, license number, and employer when asked.
  • All private security forces are required to report all incidents where they use the legal authority of their licenses to local law enforcement within 3 days, including a list of any equipment that was used.
  • Just like police all private security forces are forbidden from being used in military roles.
Violation of any of these requirements results in immediate suspension of an individual's private security license and may lead to their agency's license being revoked as well. Egregious violations can result in several years of jail time.  

Private Security Forces Licensed on Deseret

  Clan Dijkstra: Hailing from barbaric Frisia, Clan Dijkstra is known for two things.  Unshaking loyalty to their employers, and unrestrained violence.  Always operating in 3 man teams, stories of their body count has been known to clear would be criminals from entire districts when they arrive.  While there is zero tolerance of that behavior on Deseret, Clan Dijkstra's strict sense of honor has led to no violations of their licenses on planet.  Of course, no one has yet attempted to test them either.   Ndiaye and Sons:  Ndiaye wa'awladuh in Arabic, these security agents from Nouveau Dakar  are a popular choice for those seeking to evade media attention.  Where there use of body doubles and schedule secrecy fail to give paparazzi the slip, the ornaments they wear emit streams of light that tamper with cameras.  Also known for pre-empting threats by surveilling social media feeds, though this has gotten them on trouble on Deseret.   Hatanaka Security: Close-lipped professionals from Eiennohana , Hatanaka Security has traditionally relied on their ability to blend in with a crowd of normal people.  However, with the onset of diplomatic relations between star nations Hatanaka Security has had to deal with the racial diversity of the region.  They have since rebranded themselves as silent professionals, satisfying a client base interested in maintaining their privacy.  Often they work solo, appearing to simply be secretaries or business partners.   Iron Bear Security: Known as the Zalizni Vedmedi in the ruthenium mining communities that they call their home on Ulvastea, the Iron Bears are known for their armored vehicles.  In the face of an attack Iron Bear operating procedure is to get their client inside the agency's modified ore haulers, always kept nearby, and to drive directly to the nearest safehouse.  Their lack of concern over property destruction has not earned them many friends in the non-Ulvastean communities where they serve.  Not that they care.  

Notable Violations

First and foremost the Federal Government of the Republic of New Deseret makes claim to a monopoly on the use of violent force within its jurisdiction, except where provisions are established by the Constitution for its use from the Department to the local level. However, understanding that no government is omniscient of the threats to or needs of those within its jurisdiction the law will allow the formation and use of private security forces under the following conditions.......
