Assimar, Changelings, and Teiflings
Assimar, changlings, and teifings (act) are all results of similar influence, almost human, but imbued with a magical essence that warps their appearence and grants them special abilities. They are so rare that some people believe they are merely stories. Tariksan has a relatively high density of these beings; it's newness makes it an ideal escape from persecution.

Naming Traditions
Lots of ACT take roughly human-style names, as their cultures are one and the same. Others choose names that reflect their magical bloodline, or are given names by their human parents that link to the reason for their birth as a different race.
Relationship Ideals
Assimar, Changelings, and Teiflings can have children with humans, and this has absolutely no stigma (on this side of the arangement; humans are less liberal as it's much more unusual). The offspring of these partnerships have a 50% chance of being human.
History
ACT are the result of the influence of a celestial, fey, or fiend upon a human child before it is born. The first ACT came about in a similar way to dragonborn: a deal to help keep the humans safe in the time after the wave. The main difference is that, after the pledge, the extraplanar beings did not stay near their creations, instead allowing them to return to the human-like lifestyle they had lead before.
Unlike other races, changelings, teiflings and assimar are still being created, and can be born to two human parents. During the post-wave life of Nardish, several segments of different societies have turned to fiends and celestials in hard times, to give their children strength. This does not happen en masse in Tariksan, but there are stories of a large number of teifling children being born in Yan'katar to the humans enslaved there. Fey are much more fickle, and prefer to seduce humans directly, or whimsically influence a child's birth without any invitation.
