Governor Hiromoto Shiba

Shiba Hiromoto was a fine bodyguard and an adequate, if uninspiring, governor. Unfortunately for the Phoenix Clan, he was something of a bore and, despite his status as a provincial governor, never managed to marry.   His passing without an heir would be problem enough for the Phoenix, given their small numbers, but worse, he apparently left no instructions for his followers to notify the rest of the clan in the event of his demise. So the first that Shiba Tsukune, the Phoenix champion, knew of the goings on in Naishou Province was when she received word from Shiba Gaijitsu, governor of Koso Mura, late in 1156, that the Crane, Lion, and Scorpion had invaded the province to contest its ungoverned status and asking when could he expect either the new provincial governor or reinforcements?   The Phoenix were in no shape to contest the province militarily, so Tsukune ordered Gaijitsu to hold Koso Mura and that the clan would attempt to resolve the situation diplomatically.

    The then-governor of Naishou Province dies in his sleep. This is surprising, as he was only in his late 40's, still exercised regularly with the sword, and had been in good health. Still, with no reason to suspect foul play and with no immediate family to ask otherwise, he was cremated with no autopsy.
