Everyone knows Kuzeshige is the head of organized crime in Toshi No Naishou and yet no magistrate has ever been able to prove anything against him. The man is careful, calculating, and eminently reasonable. He never breaks the law directly himself, he never gets too greedy, and on those rare occasions when he gets into trouble, the web of samurai and wealthy heimin who owe him money (thanks to the Golden Trout) or favors have always been able to get him out of it. Indeed, pragmatic citizens of Toshi no Naishou believe the city could be much worse off than to have him running the criminal rackets here.
