Seisho Kakita

The man whose discovery set off the current crisis in Naishou Province. It's unclear why he traveled to the province and the Crane Clan haven't offered any clarity on the matter, but Seisho's discovery that the Phoenix governor was dead and childless prompted him to immediately claim the province for the Crane Clan in the name of the Emperor.
