High Elf of the Koboldians

Qualifications
A high elf needs to be one of the three elected great elves who in turn needs to have been a head elf. The only exception is that of Magnia Dux - The Great Leader - who had no political experience.
Requirements
A high elf must be pure elf for 4 generations back in time. They must also be at least 40 years of age. Again the only exception is Magnia Dux who, when elected, was a 32 year old dwarf-elf.

Duties
They must oversee the country of Koboldia. They create and overrule laws as well as negotiations and public relations. They also have the power to appoint and remove grand elves.
Benefits
They get to live in they great palace of Mágicia as well as control of money in the country.
Accoutrements & Equipment
They get given the baton of leaders as well as the sacred blue cloak of king. They also get a ring engraved with their name.
Grounds for Removal/Dismissal
Clear corruption or abuse of power. If they are found to not be pure elven or 40 years of age.
