Nether Conglomeration

General

While some turn a blind eye towards the ever-present shadow that looms over all of Alézun'Teran, there is no denying its existence.
Religious disagreements, racism, diseases, and corruption, as well as wars that are either scorching hot or as cold as the void. Along with organized crime of any conceivable variant.
The latter of which is overseen and steered by a few influential individuals and well-known criminal organizations that have formed a coalition for shared protection, knowledge, and resources.
A society known as the Nether Conglomeration, whose members can be found in every social class and workplace, and who deals with anything from weapon smuggling to tax fraud.

A open secret

The existence of the Nether Conglomeration is something of an open secret among those who live in Alézun'Teran, especially Varldstan Cericor. Its presence is there in the shadows, noticeable if you are attentive enough.

Crime with Laws

Very little crime committed is not part of the Nether Conglomeration, be it either something like pickpocketing or blackmail. To perform either without the necessary paperwork or permission by someone with authority risks catching the ire of the Nether Conglomeration Justicars who make sure the laws of the underworld are followed, at least to a point. And depending on what you did, it will either be an escort to the Cericor Prison or to something that officially does not exist and is embraced by the shadows of crime.
All of this is to make sure the precarious balance between crime and law is maintained, and the agreement between the two is not compromised. If either is disrupted, Guardian may send a scorching light that momentarily eradicates the shadow of crime before allowing it to regrow again.
