Scatter-Master
The Scatter-Master is a title and role given to a citizen of spectacular agricultural skill. Famines are a natural part of the cycle of life. They come, devastate a nation, and disappear into history. As a famine begins to wane, there comes the need to identify a way to prevent the next famine. This is where the Scatter-Master comes in. Whichever farmer can be claimed to have contributed to the first food boom that returns the population to normal rations, they will be elevated to the position of Scatter-Master.
As Scatter-Master, this citizen will need to practice their knowledge and train other farmers in their methods.
Responsibilities
The Scatter-Master is singularly responsible for the harvest of the entire kingdom. They are expected to keep a garden which has the most bountiful produce imaginable; grapes the size of apples, apples the size of pumpkins, and pumpkins large enough to sail in! They must cultivate this garden and spread its offspring throughout the empire. The Scatter-Master must similarly spread farming secrets to farmers all over. Finally they must also answer any blights and dips in production wherever they must travel.
Accoutrements & Equipment
The Scatter-Master is expected to wear the common faire they were accustomed to before their appointment. While they are free to spend their wealth as they see fit, it is considered bad form to focus on frivolous things like outward appearance. The Scatter-Master is given a large velour sack that they are expected to keep at all times. It should be full of seeds the Scatter-Master has cultivated into near perfection.
Commoners are encouraged to remove a seed from the Scatter-Master's sack and replace it with coinage. The more they donate, the more bountiful their harvest.

Grounds for Removal/Dismissal
The Scatter-Master is removed most peacefully by dying of natural causes. If, however, under their watch a famine befalls the land, it must be the result of the Scatter-Master. If the famine is deemed the result of the Scatter-Master being neglectful, so too shall they be neglected. The Scatter-Master is to be planted in the king's personal garden in a coffin filled with crop seed. He will then be ignored for the rest of time. The outcome of the seeds planted with him will predict if this ritual was accepted or not.
If the Scatter-Master is accused of sabotaging the kingdom's harvest with malice, they will be held in place at the bottom of a silo. Then seeds will be added one by one until the former Scatter-Master perishes. Their heart will be removed and planted. If a seed penetrated the organ and sprouts, the sacrifice will be deemed a success.
