Sanctioned Citizen Identification Implant

Sanctioned Citizen Identification Implant (sometime called 'Shits' by malcontents) are microchips that every citizen of Megacorpolis get implanted into them at birth and spend the rest of their lives paying off the subscription for. Without the chip, a person becomes a legal non-entity and is unable to access even basic commodities. Everything, from Javamat to firearms, requires a registered chip.   But as with all things in the Megacorpolis, not all SCIIs are equal.

New SCIIs are sponsored by whatever corporations happen to run the hospital or block where a new life has the misfortune of beginning. Far from charity, either the parents have to phoney up the cash for it or the child enters life with a hefty debt that likely sees them railroaded into whatever occupation the Corp needs them to fill.

Every Corp puts their own spin on the chip, too. Some track different data more than others, or block the advertisement from competitors from streaming in the persons AR displays.   That isn't to say Corporations own whoever their chip is in - they're still a citizen of the megacity, for what that's worth. But every step they take, every product they buy, or ad they watch, the Corp will know.
By being implanted with the SCII, citizens agree to it's EULAs. This include accepting firmware updates - these are accompanied by crippling migraines, known as Chip-shock.
It doesn't matter where you are born, but the corporation who saw you into this world means a whole hell of a lot.  

No Privacy, No Problem

The Sanctioned Citizen Identification Implant constantly stream data back to various corporate data-centers, tracking the constumer's behavior and habits - all to better serve them with the products they want, of course. Workers are observed too, to make sure they're doing the work they're supposed to do and taking their alloted breaks for Java when permitted. Employees with trade-secrets or other important knowledge are monitored even more closely  

Every Corp have different priorities and track a different set of metadata, with many chasing whatever's the latest trend in their last batch of SCII's.   That way, every generation of SCII is a unique blend of what factors to tag and what information to ignore.

The Chipless

Of course, not everyone has a chip. Entire sectors of the Megacorpolis house forgotten slums where millions live in the cracks and shadows of the gleaming city, surviving on its scraps.   The only crime many Chipless ever committed was being born too poor to get one, or outside the auspice of some corporation.        

Obfuscation

There are ways to trick a SCII into either not reporting, or reporting false data. Both are very illegal and is persecuted with a petty sort of "well if you don't want it I guess we'll take it away" kind of thing, instantly turning the person into a Chipless if they're unlucky.    
While pretty tough, SCII's sometimes break. Sufficient trauma can damage the components into not reporting correctly (which is illegal, better fix that) or simply breaking, which means the citizen is obliged to buy a new one.   This can be a harrowing experience, since to get a chip you need the information that was on the now broken chip.

In a shocking turn of events, this immense stream of data about everyone and everything they do at any given time is sometimes used for some nefarious stuff. Every corporation struggle tooth and nail to keep their secrets, though. It's lead to an arms-race of encryption, meta-data tagging, and violent conflict when things leak out.   Corporations tag different SCII to mark different individuals for a variety of madcap purposes, from secretive cloning experiments to marketing campaign. Some SCII are physically altered (volunterily or not) after fact to update or implant such a marking. These secret codes can, for the initiated, tell them more about the target than they themselves might know.

The idea of having to have a chip that allows you to access basic amenities is pretty scary. Poor Chipless. :(

As with all of the other things you write, this article is amazing! I feel like you found a way to push the absurdity of the situation to the point that it goes from scary to amusing to scarier in a different way, if that makes sense. Anyway, great read!
