Mars
I keep coming back to experiencing Mos Eisley as a kid. It needs to have that feel.
But basically this is Mars ~200 years since it was terraformed and subsequently colonized. It's a little bit in its wild west stage- it's not independent from Earth but also that doesn't mean shit, it might as well be. Its lower class citizens are corruptible, selfish, take absurdities in stride, and create and discard new cultural norms with casual swiftness. Its upper class citizens are basically the same, only their cultural norms are rigid and entrenched and despite how young their world is, they are all convinced of their culture's moral superiority.
