Otto Dean is a British-born Vampire and one of the current members of the Blood Council of Europe. He comes from a family which fought for the democratization of the council and the end of it being dominated by most powerful families. Today, Otto is the main force that stops any potential attempts at restoring the old non-democratic oligarchic model.
