Nen An Besh Proclamation

The Nen An Besh Proclamation was issued in 2220 YSB by the Sura Empire. It founded the High Ministry of Magic, based out of Asekara, and banned the use of unregulated magic. The document changed the course of life for magicals on Macalgra; many other nations followed Sura's example in the following decades, leading to unprecedented controls on the movement of and the professions chosen by magically gifted individuals.

Historical Details

Background

The loss of the Gold Blood War and the subsequent cultural shock to Sura, with its elites unaccustomed to the supremacy of their empire being challenged, were the spark that led to the Nen an Besh. The loss of numerous colonies and the rise of Liang as a political power left Sura looking for someone to blame. Among the victims of this were immigrants from Debenya, who were expelled from Sura in 2202.   The Temple of the One and Six Gods preached that the blame lay with magicals. Significantly, Liang had gained the upper hand because the mages in its governments employ outnumbered those in Sura's own. Preachers claimed that mages were a resource given by the One, and mages who denied their destiny were traitors.   The most cynical of historians contend the Temple simply wished to gain control over mages inside Sura, who were often influential and well educated and challenged the Temple's authority and doctrine in public. Whatever their purpose, their sermons spread widely and became popular with the elite of the Emperor's court. It was this mindset that led to the Nen An Besh.

History

The Nen An Besh Proclamation was signed into law in 2220 but its writing was a long process. It was first formally proposed to the Senate of Sura in 2215 by the Temple's representatives. It was initially supported by the House of Yavoe but did not gain significant support from the Senate as a whole until 2218, after the Great Temple Attack of 2217, when a mage committed suicide by detonating their magic inside the The Great Temple of Sura. The outrage over the attack, itself inspired by growing anti-magical sentiments in Sura, led to the law finally gathering steam.   It was formally decreed and signed by the Emperor two years later, considered a hundred year record for the speed of a bill passing the Senate.
