The new frontier of the Nyrian Archipelago and the surrounding coasts of Nyrian Sea is a dangerous place. Rebels, pirates, rivaling nobles and Eledhrim hunting packs on flying dragons.

For almost 40 years the Empire used an incredible amount of resources to establish a base of operations and protect the so very valuable trade passing through the sky lanes of the archipelago. New technologies allowed for faster and more agile ships but the rivals of the empire always managed to keep up and in many cases surpass the ability of the empire to patrol the area.

In a brilliant moment of utter desperation the empire came up with the idea of hiring the pirates and rebels it was fighting in order to protect trade and support the fleet on its efforts.

This declaration got the form of a letter signed by the Fleet Admiral of Aegean Sea, who originally thought of the idea and the seal of the Empress herself.

Holders of letter, have the permission to attack all ships considered as enemies of the empire and outlaws and grants them full rights to all the plunter recovered by their prize.

As an additional bonus, capable pirates that were offered a Letter of Marquee have also got a full pardon for them and for all members of their crew. In some cases, captains were also offered the rank and salary of Captain of Imperial Navy
