While commoners might not live in luxury, they don't have to deal with the things the undesired have to do. Cleaning sewage, transporting dung to farmers, executioners - these are all roles that come with a very low perception. Any known criminals are automatically considered Undesired, but of course, the most well-off criminals would never stoop so low as to be recognised as such. Crimes committed against the undesired are generally considered less severe, and any crimes committed by them are treated harshly. Sometimes they are punished simply for not treating even a commoner well enough. They have to deal with a lot of contempt and might struggle to get any respect. Which in turn might lead to resentment that reinforces the criminal elements in this section of society.
