Terran Federation is not only the biggest and most powerful country in the known part of the Galaxy... but also the biggest and most "succesful" totalitarian state in history of humanity. Capable of existing practically indefinitely, with all typical flaws of such political systems fixed on an organizational level. With flawless surveillance and Federation Security Force capable of purging all thoughts of rebellion from the population by dual means of propaganda and targeted terror. Those, who are found guilty of thought-crime are sent to labour camps, or mentally reprogrammed and changed into productive members of society (however never as a Citizens or a human beings, since they lost that rights the moment they dared to challenge the State). Those who have more luck manage to flee from the Spires into the wastelands beyond, spending rest of their lifes as Pariahs.
Centralized totalitarian unitary state, governed from the top level of Atlantis Spire and hidden behind a facade of democracy. The elections still happen - once per decade - however the democratically elected officials are nothing else than marionettes. The true power lies in the hands of a bureacracy, a vast army of various "permanent undersecretaries". That, in truth, are only a part of a complicated conglomerate of high ranked bureaucrats, corporation heads, generals and admirals, and, of course, important players from security forces. In fact, the highest echelons of Terran Federation's government can be safely considered a deadly, decadent court, full of internal schemes and backstabbing, with victors raising to highest levels of power in a blink of an eye, and losers ending up dead or in prison camp for the rest of their life. Or even worse...
Central Systems believe, that it is their divine (if such word can be used to describe an antitheistic totalitarism) right to unify all humanity to lead it to glory and conquest. Terran Federation history is a neverending cycle of such attempts (that lead to military defeats at the hands of Outer Colonies) and short periods of internal reorganization. It is also a country that is extremely xenophobic, racist (with surviving Variants considered subhumans, and Aliens considered animals that should be purged outright), and antitheistic (with religion outlawed and violently purged whenever something even remotely similar to it shows up). Even many philosophy and sociology ideas and theses are actively surpressed and purged when are considered not fitting the general propaganda, even without being in any way subversing the State - they are often branded 'religion' and then purged.
Terran Federation was created from United Nations. This happened due to influence of Unionist movement, that in the aftermath of Third World War demanded the disbandment of national states and a creation of one, global state. One that could address the current issues of the world, without being bound by "outdated ideas" like nationalism, or religion, being practically a culmination of XXI century leftist movements. The dream turned into a nightmare during the Fourth World War. Movement for United Humanity - a strongest political party in Federation Senate, one that supported the federalists side during the Third Colonial War - was a strongest Unionists organisation on Earth. During the war, the MfUH faced a long series of military disasters that led to increasing radicalization of Federation government. The increase of surveillance - made to counter the threat of Nationalist spies among their midst - together with growing militarism and increasing ammount of war crimes - led to the creation of Terran Federation as it is today.
Demography and Population
The lowest level of Federation's society are Pariahs, most of them being political prisoners, Variants, descendants of surviving elements of nationalists forces from the Fourth World War, and so on. They live their lifes outside of the massive arcologies called Spires, in the lands that are considered uninteresting by the government. On one side they are free from surveillance since they do not possess the cerebral implants, on the other the have no human rights, can be kidnapped and raped, murdered, or whatever else cames to mind of a proper citizen. They also spend their lives outside of civilization, without access to any healthcare, or areas that (especially in the industrial sectors) are heavily polluted. It is estimated that there are from 1 000 000 000 to 5 000 000 000 of them on Earth alone, scattered pretty much everywhere, and living in a truly terrible conditions. They aren't even counted among the Federation population. The middle level of Federation population are Citizens. They possess voting rights and can both elect and be elected (not like it means anything in Federation). All of them are guaranteed certain basic rights, including food, medical help, and unlimited access to state controlled internet and television... that are purposefully crafted to induce apathy and hedonism in the masses. Together with cerebral implants that are mandatory for citizens (feeds from which are permanently analyzed by armies of sophisticated AIs) this allows to easy control of this caste, which makes up to 95% of Federation society. Soldiers, mariners and workers are all recruited from among the Citizens. The highest caste has no defined names. It isn't even defined in any sense. Its members officially are just a common Citizens. In fact, however, they occupy the most important stations in army, navy, security forces, corporations, media, research stations etc. Their cerebral implant do not possess the surveillance option. They are truly free, capable of doing whatever they wish to the Citizens - one could drive a tank through the schooltrip... and there would be no punishment for this, with media quickly covering it up. They can do everything they wish.
Terran Federation controls ten star sectors colonized during the earliest years of human expansion. Long, long time ago - during an inception of Terran Federation as a country that is known today - they were heavily reorganized in a greatest example of planned economy, divided into certain roles and with new hyperlanes created to accomodate new and reorganized trade routes. Which was a truly titanic achievement, able to be achieved only in a totalitarian state capable of smashing all opposition to it with an ironfist. Sector 01 - Cradle is a central star sector, located in the very center of Human Space. In the center of it lies Solar System, a capital of Federation. Surrounding it are earliest colonies, well developed during centuries (despite inefficient centralized management). Sector 02 - Forge is one of three star sectors dedicated to heavy industry, supplying entire Federation with its products, especially starships and armaments. It includes sizable Pariahs population used as expendable workers in a way that borders on slavery. Sector 03 - Anvil is one of three star sectors dedicated to heavy industry, supplying entire Federation with its products, especially starships and armaments. It includes sizable Pariahs population used as expendable workers in a way that borders on slavery. It is filled with barracks, fleet moorings and repair shipyards, not to mention entire planets (or even star systems) dedicated to serve as military training grounds. Sector 06 - Paradise is one of three star sectors dedicated to hosting Federation massive population and light industry/agriculture. Many agricultural worlds... and many filled to the brim with population, painted with arcologies housing billions of citizens and surrounded by great numbers of Pariahs. Sector 07 - Harmony is one of three star sectors dedicated to hosting Federation massive population and light industry/agriculture. Sector 09 - Progress is a star sector dedicated to research and development, housing most of universities and scientific cadre, granting them quite decent living standards and allowing to focus on their work. Sector 10 - Penance is a dreaded star sector changed into massive labor camp for political prisoners, descendants of political prisoners (sometimes dating back to Fourth World War) and PoW taken during another wars for unification of humanity.
Federation Navy is gargantuan in size, rivalling - or even surpassing - the rest of humanity combined. With several thousands of battleships and dreadnoughts as it's main force, further supported by few dozen thousands of escort units and millions of fighters. [The quantity does not come in pair with quality. Federation Navy is undergunned in terms of archeotechs, with its technology as a whole much behind the Outer Colonies. With Federation's Navy being far behind even the least technologically advanced of the Colony. This is caused mainly by its size (which makes it much harder to govern) but also by how backwards the Federation as a whole is. On the other side, the quantity is also a quality of sorts. During repeated attempts of unifying Humanity it tends to achieve many curbstomped victory early on, while ultimately falling to logistical problems and relentless defense of the Outer Colonies (not to mention trade interdiction attempts.
Federation Army is even more gargantuan in size that its Navy. It's hard to even estimate the overall number of enlisted soldiers, but it's surely at least twenty billion, with possibility to rise much more by mass conscription during wartime. While it is true that quantity is a quality of sorts, logistics required to field such an army is as big as the army itself. Because of that, it tends to be grossly underequiped, with many units missing not only ammunition and food but even weapons. What's more, even the units considered elite are at best average in standards of more military-oriented countries of Outer Colonies, for example Fourth Reich or Kingdom of Poland.
Despite supplying its research cadre with above average living standards, Federation is still a rather technologically backward state. It is mostly caused by low level of education and everpresent politics, with scientists often recruited on a basis of their political correctness rather than knowledge. This is all made even worse by horrible inefficient management everpresent, making introduction of new technologies and design very painful and long, even if Federation really wants (and needs) it. This also lead to current doctrine of shipbuilding, which includes triangle-like ships instead of cigar-shaped like in Federation, due to the need of having more weaponry and thicker hull to counter enemy quality by quantity.
The only outer political entity that Federation can conduct diplomacy with are Outer Colonies - with whom Federation have a state of semi-permanent war, making diplomacy rather unneeded.

- Theoretically there exist a legislative body called Parliament of United Humanity, that is however merely an element of democratic facade of Federation, without no power and reduced practically to being an discussion circle with many parliamenterist not even attending (some of them weren't even really elected). It is completely disregarded by anybody within the Federation. It still votes for new laws and so on, but it is merely a sort of outdated tradition, that just... is. Even if they voted against, the laws would probably still come in effect as long as the real powers of the Federation want it, but it is already properly trained to never go against such wishes.
