People's Republic of America

People's Republic of America is a spiritual descendant of the Western United States. That, in turn, were descendants of the most radically left-wing elements of Democratic Party during the last years preceding the Days of Fire. Their ideas of equality and freedom survived both the Third and Fourth World War, and even the occupation of the WUS by the military reactionaries from the Eastern United States.
They spread throughout space and managed to establish a holdout in the Sector 19 during the Frontier Rebellion and the Unification Wars. Unfortunately, the Union of American Socialist Republics fell, both to the outside enemies from the United States of America and Confederated States of America, and internal enemies that later on formed the American Commune.

Structure

PRA is a centralized, people democratic state. It can allow itself to be centralized, for it controls less than 1/5 of the star sector. There exists a central government that oversees pretty much everything that happens within the Republic. There exists some vestigial forms of regional governments, but their power is heavily limited. What's more, their leadership is typically appointed by from the central government from a list of candidates that received sufficiently high support during the election.
PRA's executive power lies in People's Executive, a council composed of eleven members. Ten of them are regular members, while eleventh is a chairman, who typically plays the representative role, presenting the Executive' decisions and representing it in public. Beneath it is the People's Congress, which is a relatively typical parliament. The only major unique feature is that there are no political parties in the People's Congress.
Elections in PRA are complicated. On the very basic level the country is divided into electoral district, each of them having a single representative in the Congress. Any person from the district that gathers enough signatures can run for the seat, regardless of support (or lack of it) from any pre-existing power groups. But only 2/3 of the seats are chosen that way, as a number of social groups received a number of guaranteed seats, for which they choose representatives in a variety of ways.
There are no officially existing political parties, however many of them form (rather fluidly) according to current political happenings and currently important issues.

Public Agenda

People's Republic of America sees itself as a true successor of the more egalitarian and democratic side of the Union of American Socialist Republics. Because of that, it believes that it is its birthright to take over the entirety of Sector 1... and maybe even Sector 11. It is only natural for it to spread the freedom and equality throughout the stars.

History

The predecessor to the People's Republic of America was a cluster of colonies in Sector 19 inhabited primarily by colonists from the Western United States. They rebelled against the Solar Commonwealth during the Frontier Rebellion, like entire Sector 19 and the rest of the Frontier. Eventually, the 19th Fleet of the Commonwealth Navy was scatered away or deserted, initiating the Unification Wars in the region.
Two regions of the Sector were primarily responsible for the collapse of the Commonwealth control. First one was composed mostly of the former inhabitants of the southeastern part of what used to be United States - their rebellion leading to the creation of the Confederated States of America. Second one was inhabited mainly by the descendants of the Western United States. Their rebellion - and subsequent war against Confederated States - led to a belief that all America should be reunified. This resulted in a creation of the Union of American Socialist Republics - and a campaign of conquest that almost allowed the UASR to conquer the entire Sector 19.
In the end, however, the remaining democratic countries of the region allied themselves with the United States of America that at this point has managed to break the spine of the American Centrality together with the American Empire in the Battle of Denver. This let to an influx of fresh troops to the region, and withe the UASR attention brought to the USA front, the Confederation began retaking the lost territories.
But what finally killed the UASR was the internal disagreement. The previously uniform and monolithic New Democratic Party that oversaw the campaign of conquest of entire sector was increasingly divided between the marxist-revolutionary wing that seeked total governmental control and proletariat dictatorship and the democratic socialist wing that seeked almost total governmental control and people's democracy.
The end result was a brief civil war between the so-called People's Democratic Party, American Revolutionary Party and remnants of New Democratic Party that perished in the struggle. UASR collapsed, it's territory split during the infighting and partially devoured by forces of the United States of America and Confederated States of America before they too began fighting each other.
People's Republic of America was created by the People's Democratic Party that, however, quickly dissolved, creating the PRA and its party-less political system in the process.

Demography and Population

Demography

General Description

In year 2710, the People's Republic of America's population is estimated to be slightly above 35 billion, most of them living in a number of massive megacities (each of them reaching fifty million inhabitants). Of course, they are closer to the technocratic utopias than dystopian cyberpunk nightmares. The life is comfortable, and basic necessities are provided free of charge as they are mostly mechanized.
The population is mostly human, however there is (which is pretty unique for the region) a sizeable transhuman population of the Cybernetic line. PRA as a whole is a country unusually infused with cybernetic, with very few people being 100% biological. Mechanists stand out, despite that.
The reason is simple - Cybernetic line glorifies extensive deviation from standard humanoid bodies (be it by covering it with visible cybernetics or even abandoning humanoid form altogether) while even the most cyborgized inhabitant of PRA typically picks the implants that maintain his outward looks as a human. It is one of the few fields where the PRA government actually enforces certain laws, as otherwise it would risk becoming transhumans... and that's something that they are not ready for.

Humans and Variants

Humans are the baseline of the population, with little distinction being made according to their genetical or phenotypical differences. An internal migrations are rather intense, leading to most of inhabitants being of mixed racial progeny. Variants still stand out, however they are fully culturally incorporated and it's hard to find a Variant that isn't represented by at least a small group of citizens of the People's Republic.

Transhumans and Aliens

People's Republic of America is welcoming towards all. At least officially. Unofficially it's approach to aliens is rather chill (not actively malevolent, and in fact they aren't above housing some berserks and sidhe). Transhumans aren't exactly welcome as well, save for Cybernetic line of transhumans that secured their own little niche. 4% of the PRA population are mechanists.

Population

Gender and Relationships

The best way to describe the PRA's approach to gender and relationships is 'progressive'. In early 21st Century sense of the word. And, in fact, even more. Most of it is however done not through the laws and regulations but instead lack of those. PRA is a country of freedom, after all...

Gender Roles

PRA is one of those countries that strive for full equality by pretty much obliterating the gender differences. The country doesn't recognize gender as something important enough to warrant mentioning it in any official documentation, essentially looking upon their entire population as people of undetermined gender. What they do with that is left to their own devices. It is a sign of how conservative the future as a whole got when one discovers that very few people even consider something different than 'man', 'woman' or 'indifferent'.

Relationships

PRA generally tries to avoid issues with official recognization of the multitude of forms of relationship (99% of them marriages) that exist throughout Human Space. The government simply does not care enough. The dominant form of relationship is pretty much partnership for either set amount of time (which can be prolonged) or rarely for life, with a written document specifying details (including part about having, or not, children). How many people and in what exact composition decides to be a part of such family is of no interest to the State.
Short term relationships are pretty common, making the PRA population be seen by population of most other groups in the American Space as a bunch of polyamorous hedonists. Not entirely unrightly.

Personal Liberties

Slavery

People's Republic of America can be accused of a number of things, but certainly not about it's approach to slavery. It's seen as abhorrent, and actively suppressed in every form. Anti-slavers operations are one of the few cases where forces of the PRA can be seen cooperating with US Navy, American Revolutionary Navy and sometimes even CS Navy. There is a minuscule loophole that theoretically allows 'slavery' via partnership contract, but by definition it has to be written with a consent of both sides.

Drugs

People's Republic of America is open to all sorts of recreational drugs, as long as they do not cause long-term damage that cannot be repaired with modern medicine. If it goes past that, it's seen as a bit too dangerous (to society as a whole) and actively suppressed.

Weaponry

While possession of weapons is banned, any person who shows interest in that can go through military training. They'll become the official part of the People's Militia... but unless an emergency occurs, they'll still not receive the right to bear arms. Though when emergency does occur, the deployment of weapons is quite quick as any arcology possess its own arsenals.

Military

Navy

People's Republic Navy is a relatively well organized and well armed fleet built on the basis of an array of battleships, fast battleships and voidcraft carriers. Their main distinctive feature is high level of mechanization - each ship of the PRN has at best 1/3 of the crew of their opponents in the American War. They also deploy a high number of drone-voidcrafts.
This offered it a bit of an edge, but it's a double one, as some technologically advanced enemies managed to turn their own voidcrafts against them. There were cases of a sufficiently dangerous hackers (especially berserks or high grade AIs) taking over PRN's starships.

Ground Forces

People's Army of America is well-motivated and well-equipped regular army that takes full advantage of cybernetic implants being rather widespread throughout the People's Republic. While not on a level of Enhanced, they are a dangerous foes regardless. They are known to deploy a great numbers of automatic tanks and combat robots, though mostly as a diversion as they tend to fall short of crewed machines in terms of combat ability.
Beneath it is the People's Militia, a relatively standard armed militia used during wartime as a garrison troops keeping the frontline a line. Here, once again, the People's Republic has an edge due to often quite extensive cyborgization (many people who went through such a treatment are directly asked to join Militia exactly due to that). They also deploy a sizeable number of robotic support.

Religion

It's hard to find a country that doesn't have at least certain form of state religion. People's Republic of America isn't different. Like most of the moderate yet not religious countries it's official state religion is theistic agnosticism in its modern form. PRA believes that God or gods exist, but it also maintains that none of them are proven or universally believed to surely exist.
Thus they follow no established doctrine, paving the way for almost full secularization but maintaining certain levels of religious decorum. Such as invocation to a greater power during some official proclamation (on the level of 'so help me god', with god intentionally written without capital level as it refers to an unspecified greater power).
At this point 67% of the PRA population is theistic agnostics. 15% are deists of various stripes, believing in a God that doesn't seem to really care about the world. The rest 18% are an actual believers in various religions, 5% being various Christian churches aligned with Catholic Church, and 7% being buddhism. The remaining six percent is either machinism (4%) and various faiths aligned with Unity in Diversity, many of them decidedly cultish in behavious.

Agriculture & Industry

People's Republic of America economy is pretty much a state capitalism. There are various companies led by citizens, however in the end all of them are under direct or indirect control of the Government. This allows a certain level of cohesiveness in policy and offers an unconditional governmental support for economic expansion, however it also exposes PRA's economy to all sorts of defficiencies typically accompanying the governmental control of the economy.
